(Ottawa) October 25, 2013 – The Public Service Alliance of Canada called today on the Conservative government to withdraw changes to federal labour legislation from the Budget Implementation Act. What is needed instead is a new and genuinely modern labour law modeled on labour legislation that already exists for other workers across Canada, such as the Canada Labour Code.

Pressure from bargaining agents and our members has paid off. Treasury Board President Tony Clement has confirmed in an Oct. 15 meeting with PSAC National President Robyn Benson that “pay modernization” in the federal public service and the implementation of “pay in arrears” will take place with no impact on PSAC members' pay – no member will experience a claw back.The employer had proposed a transition that would have resulted in a loss of 4% off member’s biweekly paycheques in 2014.

Conservative MPs want to weaken unions. They want to pass a law that will open up our collective agreements. They want to take out our union security clauses.The most important thing we can do to combat these attacks is educate and engage thousands of members about the gains our union has made and the threats we face.

PSAC has asked Treasury Board to provide a definitive answer about their plans to implement pay in arrears and what they intend to do to protect PSAC members from the impact of any changes.The union has continued to discuss the matter with Treasury Board over the summer and we remain positive that the issue can be resolved so that our members do not suffer financial hardship.

PSAC is happy to announce that a new Collective Agreement has been ratified by members of UCTE Local 20221, members employed directly by the Airport Authority.The new contract, which expires in December 2016 includes wage increases, an increase to the extended health plan, improvements to family related leave and improvements to language regarding casual part-time employees.

The Canada Post Corporation (CPC) provided your bargaining team with a final offer on September 16, 2013. Your bargaining team does not agree with this offer and will pursue every avenue available to seek improvements. This offer does not mean that bargaining should stop, or that it is not possible to achieve something more.

The ballots have been counted and a majority of members of the Technical Services (TC) group have voted in favour of the tentative agreement with Treasury Board.  After two years of bargaining, PSAC and Treasury Board finally agreed to the settlement in August. The new Collective Agreement will be retroactive to June 22, 2011, and will expire on June 21, 2014.The TC Bargaining Team would like to thank all TC members for their patience and support during this long and difficult round of bargaining.

Over the last several months we have been subjected to ultimatums, attempts to circumvent the bargaining process, final offers and even a forced vote that was found to be non-compliant with federal labour law. In the meantime, Treasury Board meets with employees of other federal law enforcement agencies and agrees to settlements that address issues and provide for superior compensation. It then tried to keep one of those settlements secret from us.Enough is enough. We are not second-class public servants.

This is a call out to PSAC equity activists (Aboriginal Peoples, Racialized Workers, Gay/Lesbian/Bisexual/Trans Members, and Members with Disabilities), Regional Women's Committee members, and Young worker activists (30 or younger) to participate in the upcoming Treasury Board units and Parks National Bargaining Conferences

PSAC members won an important victory today in defence of collective bargaining. The government tried but failed to circumvent the bargaining process by forcing FB members to vote on an offer that was not agreed to at the bargaining table.
