Specific regional updates

June 11, 2013 - 11:27am •
On Wednesday June 5th the Public Interest Commission released its recommendation concerning our negotiations with CBSA/Treasury Board.  Early the morning of Friday the 7th the FB Bargaining Team issued a statement reiterating that the union is ready to negotiate.  Later that same day the PSAC was notified that, at CBSA and Treasury Board's request, the government is forcing a vote of the employer's recent-most final offer, to be administered by the Labour Board.

On June 5th, Conservative MP Blaine Calkins for Wetaskiwin (Alberta) introduced Bill C-525, an Act to change the certification and revocation sections of the Canada Labour Code, the Public Service Labour Relations Act and the Parliamentary Employees Staff Relations Act.

On Wednesday (June 5th) we received the Public Interest Commission (PIC) recommendation concerning our contract dispute with Treasury Board/CBSA.  The PIC recommendation is non-binding.  It is intended to guide the parties in negotiations and help provide an avenue for the parties to make progress towards an agreement.  Copy of the PIC's recommendation.

On May 24th, your YVR Bargaining Team filed a Notice of Dispute under section 71 of the Canada Labour Code, and requested a Conciliation Officer. The Federal Mediation and Conciliation Service has appointed Kathy M. Peters as the Conciliation Officer. View/download the correspondence below.

Employer refuses to agree to protections that have been agreed to by other federal employers.This past week (May 27th through 30th) our Bargaining Team spent four days in negotiations with CRA.  We spent much of the time discussing new protections against the contracting out of jobs and for hours of work.

Collective bargaining for a new contract for TC members has taken too long. Little progress is being made at the table.  PSAC filed for the appointment of a Public Interest Commission this year, and the Commission issued a majority report that supported many of PSACs proposals.  But the employer has so far rejected our requests to return to the bargaining table.

In the summer of 2012, our members started hearing rumours that Treasury Board was planning to start paying employees “pay in arrears”. This means that instead of being paid in real time, you would be paid for the two preceding weeks. Eventually, when you leave your employment, you will be paid the final two weeks owing to you. No matter how you look at it, this would create a hardship for our members because in order to implement the new system, the employer is going to have to hold back two weeks of pay.

Last week (May 13-17) your bargaining team held some productive discussions negotiating with Purolator Inc. For the majority of the week, the parties addressed non-monetary issues.We came to an agreement on a number of issues, some related to:site harmonizationlayoffs and recallWe also made some general housekeeping changes that will make the collective agreement easier to understand.

Monday, May 13th was the first day for your Bargaining Team to be at the negotiation table with Purolator Inc. We have formally exchanged bargaining proposals and the hard work continues through further discussions with the employer over the coming week.
